SALARY: FSN-3  $9,841 p.a.; FP-BB $23,045 p.a.

The U.S. Mission in Panama is seeking an eligible and qualified applicant for the position of Cemetery Caretaker in the American Battle Monuments Commission.

BASIC FUNCTION OF POSITION

Incumbent will provide maintenance to the headstones; cleaning headstones and aligning of headstones. Prepare burials, handling remains, and accounting for remains. Caretakers also do seasonal gardening tasks such as fertilizing, preparing seedbeds, transplanting, laying sod, aerating, pruning, trimming, and applying chemicals to plants according to directions. Gardeners are told which plants to tend and the nature of work to be done, they complete their assignments with little review during its progress. New or unfamiliar procedures are explained. Completed work is checked to see that instructions have been followed. Plants and maintains lawns and gardens. Performs laborers task as required. Responsible for the hand tool inventory. Gardeners operate a range of power equipment such as trimmers, mowers, chainsaw. Gardeners operate large riding mowers, tractors with attachments, front-end loaders, lifts, or other specialized heavy equipment.

QUALIFICATIONS REQUIRED

NOTE:  Although some of the information below has been provided in your application, all applicants must still address each qualification/requirement listed below with specific and comprehensive information supporting each item, on a separate sheet of paper.   1. Education: Completion of primary school is required.
  2. Experience: At least six (6) months of gardener, grounds laborer, grounds maintenance or related experience is required.
  3. Language: Level II (Limited Knowledge) Speaking/Reading/Writing Spanish language is required.  (Testing will be conducted to determine the qualifications)
  4. Job Knowledge: Must have good knowledge of care and maintenance of plants, flowers and lawns common to the local area. Must know basic landscaping.  Must know how to use gardening and landscaping equipment.  Must know basic maintenance for gardening equipment.  Knowledge of organic and non-organic fertilizers, insecticides and their application is required.  (Testing may be conducted to determine the qualifications)
  5. Skills and Abilities:  Must be creative when doing landscaping.  Must be able to recognize various diseases, fungus and plagues that effect local vegetation. Must be able to recommend treatments.  Must be able to stand or walk for long periods of time.  Must be alert at all times to check that the cemetery is clean and tidy and to make sure tree branches are trimmed to avoid that they fall and may cause damage to property or people. Must be able to lift up to 10lbs, and must know safe lifting techniques. (Testing may be conducted to determine the qualifications)

HIRING PREFERENCE SELECTION PROCESS

When qualified, applicants in the following hiring preference categories are extended a hiring preference in the order listed below.  Therefore, it is essential that these applicants accurately describe their status on the application. HIRING PREFERENCE ORDER:

  1. AEFM/USEFM who is a preference-eligible U.S. Veteran*
  2. AEFM/USEFM
  3. FS on LWOP and CS on LWOP**

* IMPORTANT:  Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of the most recent Member Copy Four (4) of the DD-214, Certificate of Release or Discharge from Active Duty, and, if applicable, a letter from the U.S. Department of Veterans Affairs, or other supporting documentation.  If claiming conditional eligibility for U.S. Veterans’ preference, applicants must submit proof of conditional eligibility.  If the written documentation confirming eligibility is not received in the HR office by the closing date of the vacancy announcement, the U.S. Veterans’ preference will not be considered in the application process.  Mission HR’s decision on eligibility for U.S. Veterans’ preference after reviewing all required documentation is final.

** This level of preference applies to all Foreign Service employees on LWOP and Civil Service employees with re-employment rights back to their bureau of employment.

ADDITIONAL SELECTION CRITERIA

  1. The Mission may consider any of the following when determining successful candidacy nepotism, conflict of interest, budget, and residency status.
  2. Current employees of the Mission who have not successfully completed their initial probationary periods are not eligible to apply. Current employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory or MBC score of 100 points or less, on their most recent Employee Performance Report (EPR) are not eligible to apply.
  3. Current employees of the Mission hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment. This does not apply for employees on a PSA (Temp), or those are hired on a When Actually Employed (WAE) or intermittent work schedule.
  4. Candidates who are EFMs, USEFMs, AEFMs, or MOHs must have at least one year remaining on their sponsor’s tour of duty to be considered eligible to apply for this position.

    1. The travel orders of a sponsoring employee who is assigned (not TDY) to a U.S. mission abroad under Chief of Mission authority, or at an office of the American Institute in Taiwan; or
    2. Is listed on an approved Form OF-126, Foreign Service Residence and Dependency Report (or other agency equivalent), of a sponsoring employee who is assigned (not TDY) to a U.S. mission abroad under Chief of Mission authority, or at an office of the American Institute in Taiwan, and is residing at the sponsoring employees post of assignment.

  • Foreign Service Generalists or Specialists on approved Leave Without Pay (LWOP) are considered to be USEFMs for employment purposes, if they meet the definition above.
  • Civil Service employees on approved Leave Without Pay (LWOP) with re-employment rights to their agency/bureau are considered to be USEFMs for employment purposes, if they meet the definition above.

Appointment Eligible Family Member (AEFM):  An individual who meets all of the following criteria is considered to be an AEFM for employment purposes:

  • Is a U.S. citizen;
  • Is the spouse or domestic partner (as defined in 3 FAM 1610) of the sponsoring employee as defined in this section);
  • Is listed on one of the following:
  1. Travel orders of a sponsoring employee who is assigned (not TDY) to a U.S. mission abroad under Chief of Mission authority, or at an office of the American Institute in Taiwan;
  2. An approved Form OF-126, Foreign Service Residence and Dependency Report (or other agency equivalent), of a sponsoring employee who is assigned (not TDY) to a U.S. mission abroad under Chief of Mission authority, or at an office of the American Institute in Taiwan, and is residing at the sponsoring employee’s post of assignment abroad;
  • Does not receive a U.S. Government retirement annuity or pension from a career in the U.S. Foreign Service or Civil Service;
  • Is not a Foreign Service Generalist or Specialist in Leave Without Pay (LWOP) status;
  • Is not a Civil Service employee in LWOP status with re-employment rights to their agency or bureau.

Member of Household (MOH):  An individual who accompanies or joins a sponsoring employee, i.e., a direct hire employee under Chief of Mission authority, either Foreign Service, Civil Service, or uniformed service member, who is permanently assigned to or stationed abroad at a U.S. mission, or at an office of the American Institute in Taiwan.  A MOH is an individual who meets the following criteria:

  • Not an EFM and therefore not on the travel orders or approved through form OF-126 Foreign Service Residence and Dependency Report of the sponsoring employee; and
  • Officially declared by the sponsoring U.S. Government employee to the Chief of Mission (COM) as part of his or her household and approved by the COM; and

Is a parent, grandparent, grandchild, unmarried partner, adult child, foreign born child in the process of being adopted, father, mother, brother, sister, father-in-law, mother-in-law, son-in-law, daughter-in-law, brother-in-law, sister-in-law, stepfather, stepmother, stepson, stepdaughter, stepbrother, stepsister, half-brother, or half-sister who falls outside the Department’s current definition of Eligible Family Member 14 FAM 511.3.  A MOH may or may not be a U.S. Citizen.  MOHs are by definition cohabitants. Therefore, employees who declare MOHs to the COM must ensure compliance with the provisions of 12 FAM 275 Reporting Cohabitation with and/or intent to marry a Foreign National.
